High-Level Governance Reform Commission Discusses Merger and Abolition of Irrelevant Institutions
PM Oli directs Implementation Committee to present concrete proposal within 15 days

Kathmandu: The second meeting of the High-Level Governance Reform Commission, chaired by Prime Minister KP Sharma Oli, focused on reviewing irrelevant institutions and deciding whether to abolish, merge, or transfer them to provincial or local levels.
The meeting, held at the Office of the Prime Minister and Council of Ministers, tasked the Commission's Implementation Committee with conducting a detailed study and presenting a concrete proposal. The study will consider past reports and recommendations from various commissions and task forces.
Prime Minister Oli instructed the Implementation Committee, led by Chief Secretary Ek Narayan Aryal, to submit the proposal within 15 days, including viable options that align with the objectives of making governance more efficient and service-oriented.
Expanded Mandate and New Members
The Commission, formed on Baisakh 20 to simplify, economize, and make public services more accessible, held its first meeting on Asad 4. This is the first meeting after the inclusion of Nepali Congress Vice President Purna Bahadur Khadka, UML Vice President Ram Bahadur Thapa, and three governance experts as members.
The Commission includes ex-officio members such as Deputy Prime Minister and Finance Minister Bishnu Prasad Poudel, Home Minister Ramesh Lekhak, Law Minister Ajay Kumar Chaurasia, and Federal Affairs Minister Bhagwati Neupane.
Mandate of the Commission
The Commission is tasked with:
-Restructuring physical and human resources for service-friendly administration
-Simplifying and accelerating decision-making processes
-Eliminating delays and duplication through inter-agency coordination
-Strengthening cooperation between federal, provincial, and local governments
-Reforming laws to align with federalism and ensuring accountability in the civil service
Additionally, the meeting reviewed proposals from the Work Detail Revision Recommendation Committee, which will be finalized by the National Coordination Council before submission to the Cabinet.
